It's suitable for children aged 5 years old and above. I think it's best suited to those that can swim, as it's all about falling off into the water, and having fun.
Basically, it works by having a child on each side and like a seesaw will tilt either way.
I would imagine this is tricky to get on, so it's one for when you're in the pool, so you can help them.
This is the sort of toy that kids will remember into adulthood - it's bound to have them laughing with every use.
